All of the Authority's non-residential customers served by a private water supply are billed the User Charge based on the estimated multiple of the average residential water consumption for residential customers within the Authority's service area in conjunction with Pennsylvania Department of Environmental Resources guidelines for estimating flows from non-residential establishments.
